New Delhi, Aug 4 Amidst unruly scenes, the contentious Government of National Capital Territory of Delhi(Amendment) Bill, 2023 was passed in Lok Sabha on Thursday by voice vote.
Some of the Opposition parties staged a walkout before the voting. Bahujan Samaj Party(BSP) MP Malook Nagar said it’s chief Mayawati decided not to support either side on the bill and so the party walked out of the House.
Aam Aadmi Party (AAP) MP Sushil Kumar Rinku was suspended for the remaining period of ongoing LS Monsoon session by the Speaker Om Birla for throwing papers. “I will continue to raise my voice for democracy. Today, the way in which the BJP government has passed the bill inLS is against the federal structure of the country,” said Rinku.
Union Home Minister Amit Shah spoke on the bill and replied in detail. He scoffed at the alliance INDIA bloc formed by the opposition parties and said Narendra Modi will become Prime Minister again with full majority after next year’s Lok Sabha polls.
“Despite the opposition parties forming an alliance, Narendra Modi will become Prime Minister Again with full majority,” Shah said when speaking on the Bill that would replace a similar ordinance issued by the Centre.
He said there are provisions in the Constitution that allow the Central government to make laws for Delhi.
Shah appealed to the Opposition to think about the welfare of Delhi, not their alliance.
Without taking the name of the Aam Aadmi Party (AAP), he said that in 2015, a party came topower in Delhi whose motive was only to fight and not to serve. “The problem is not to get the right to do transfer posting but to take control of the vigilance department to hide corruption like building your bungalows,” alleged Shah.
BJP MP Meenakshi Lekhi said that the House passed the bill against the misgovernance of the AAP government in the national capital.
Speaking on the Bill, Congress LS MP Adhir Ranjan Chowdhury wondered why the centre had rushed to promulgate an ordinance on the issue. “What was the hurry to bring an ordinance onDelhi services, they could have brought a Bill directly. They must reply on this.”
Opposing the Bill, Nationalist Congress Party MP Supriya Sule called it “undemocratic” and against the “spirit of cooperative federalism” of the country.
BJP MP from North East Delhi Manoj Tiwari said this bill is a safeguard for all Delhiites, whether poor or rich.
